Safe bike routes

I am reading that not only did the mandatory helmet laws in Australia dramatically reduce bike riding but it also had the effect of less safe bike routes.

Sometimes it would be faster and cheaper to use an electric bike, scooter, stroller or wheelchair to a major road where it has plenty of room so it can be used to their destination.

As many back roads have no footpaths I suggest cars need to give way to everybody on some roads making it far safer for people.

PS
I also heard hire bikes/scooters are laying around causing a trip hazard where if people own their bikes etc.that will not happen.

Bikes are a pain to truck, bus and car drivers on main roads.

I was looking at the bike hat stats and this guy said there was an immediate 46% reduction in the rate of cycling fatalities per 100,000 population following the introduction of bicycle helmet legislation in Australia,” says the study lead author, Professor Jake Olivier of UNSW's School of Mathematics and Statistics and Deputy Director of TARS.

He doesn't realise half the people gave up riding then and died of a heart attack.
