Yet another a cop-out by the government if this ever becomes a reality. Knox has been promised trams (aka light rail - remember what the B2s were originally marketed as) since forever, yet nothing has been done on the 75 aside from three short extensions in half a century (completely ignoring Docklands).

Not at all, it's also a guided bus system in its own ROW. They're all just bus systems in the end, whether guided or not, and have the capacity limits of a bus operation.
