Doesn't indicate whether this will be an open tender or direct awards to the incumbents.

New Zero Emission Bus Franchises For Melbourne Commuters

CDC, Dysons and Kinetic announced as successful tenderers. While the former two could be retentions of their existing routes, the latter's Melbourne Bus Franchise runs until 2031, so presumably it will be taking over the routes of other operators.

Are there any changes to the bus company running the bus routes?

Not quite right as the CDC north west contract is a joint venture between CDC and Dom Sita, owner of Kastoria/ Broadmeadows. More info will soon be available in a post of the BCSV: Bus and Coach Society of Victoria facebook page.
