Queenslanders unable to Use Free Travel Cards in NSW

I think its disgusting that Blind Queenslanders who come to NSW are not able to use the Free Travel Cards issued by the Qld Government, but people from NSW who come to Qld can use there's. Is this a new thing brought in by the money hungary State Rail or has this been around for some time

There is no "State Rail" any more, but it would probably be a whole of government decision, rather than just a rail policy.

But it does seem unfair.
