I haven't worked in the school sector but previously being a student of the NSW DET If I have have to say something, it's going to be don't expect anything to come of it. They will downplay all serious issues & will just about side with schools on every matter. The only thing they can do is put out a half-baked sorry but not sorry spin if this issue goes public (makes papers, tv / media) . If they say "we're investigating" it's actually translation for that they've glossed over it but couldn't care to take any further action.
The people who did the wrong thing in your scenario are 99% more than likely to go free with little no repercussion, it'll be covered up and that's probably the last the school will want to deal with it. No wonder there is so many bullying & anti-social behavior in schools it's because they just want to wipe their hands off of it and can't care to put any real effort into resolving it. You also wonder why bullies get away with their antics and the poor guy standing up for themselves is the one who faces the most punishment.
