I cant give a specific answer to that one but I suspect it was one of the new features brought in with the recent update to version 3.0.6.

I have confirmed that there is such a setting and besides that one there is also one limiting the total number of smilies on a page to 50.

It's not an unusual rule for a forum to have. I've come across it before elsewhere. I think most boards would have it, although the number allowed could vary. More than 10 smileys is a bit much anyway..........
