Most likely by operating another Penrith to Penrith service via the Olympic loop, although there are other ways such as operating via the City Circle or different arms of the Lidcombe or Granville triangles.

The Inner West Light Rail extensions from Wentworth Park to Lilyfield and Lilyfield to Dulwich Hill both commenced under Labor administrations, although the government had changed by the time the latter opened.

Looking at some CityRail timetables from 2012, the T1 between Blacktown and Penrith, T8 between Revesby and Macarthur and T9 between Strathfield and Epping all had 30 minute frequencies (at least partially) during the weekday off-peak.
