I thought the plan was to funnel everything through the Airport tunnels given there will now be extra capacity, and to free up extra space much needed for the T4? Have the Airport tunnel signalling upgrades been delayed?

The trains travelling at the near maximum allowable speeds would be non-revenue services anyway.
