I've been told that what contributed to the Urbos cracking was this: no track maintenance. None. Zero. Zilch. Nada. If it was maintained the trams would've coped a lot better despite being fixed truck trams.

The third option still has chance of happening I believe or at least it's the most feasible one of your demands. I don't think it's worth speculating about future light rail routes. The mode has only few very specific and quite short distance applications in the Sydney context and in fact I think all the possibilities for it in Sydney have been already explored and implemented (either completed or in process)...
