Another explanation may have been they wanted to space 812 & 813 depatures, which have common sections through Yarraman & Keysborough. Under the new timetables, 812 departs Dandenong at :01 past the hour, the 813 at :20 past. This sounds more likely, given there are 10 minute trains in the afternoon.
This can't be said in the other direction though - 812 & 813 will now depart Parkmore towards Dandenong within 4 minutes of each other all day on weekends...
But based on my observations of several trips, there are usually a few passengers that will make this connection at Braeside. If the 812 arrives early and the 811 is running a few minutes late, these connections could now stretch out to over 20 minutes - not somewhere you'd want to wait on your own (or with an unsavoury fellow passenger or two) for that long on the weekend, and makes for a very long journey to Mentone or Southland, especially those along Howard Rd in Dingley Village (probarly better off just walking to their nearest 811 stop now).
Thankfully they have maintained the short transfers in the opposite direction at least (the 812 waits for the 811 to arrive if its running a few minutes late).

Incorrect - It sinply runs 10 minutes later. Maybe you were reading the Sunday timetable?
