About the St Andrews and Panton Hill Transport Needs Assessment
The Department of Transport is conducting a transport needs assessment for the St Andrews and Panton Hill areas. The assessment will include community consultation and technical analysis.
The main focus is to assess the transport needs of residents in the vicinity of St Andrews, Cottles Bridge, Smiths Gully and Panton Hill, however, it will also consider links to destinations outside of the assessment area.

Assessment area
The assessment area includes the areas of St Andrews, Cottles Bridge, Smiths Gully and Panton Hill, extending to Cherry Tree Road in the south and the Kinglake National Park boundary in the north.
In determining the assessment area, the Department of Transport consulted with the local community and received submissions. The final assessment area is shown below..

This service was put on in late 2010 - it's just taking a few weeks break over the Christmas break, as the service is run by volunteer parents.

I can just imagine the opening para for an article in the Diamond Valley Leader:

St Andrews and Panton Hill residents are demanding that a regular bus service be provided, despite the findings of a report that state that such a service would attract very few, if any, passengers.

While I believe that such a service should be provided, I can just see residents of upper Nillumbik - who, as the report states, are relatively well-off and generally not lacking access - kicking up such a stink that you'd believe that a bus to St Andrews is far more important and a far greater priority than providing service to newly developed areas of Wyndham and Casey.
