That is the problem with at grade crossings.

Rather ironic after the Chief Cop was lambasting the Summer Nats drivers for their lack of driving ability the day before.

The problem is with drivers not paying attention. The tram would have had a white T light to proceed through the intersection without the need to stop. The cops ran a red turn arrow; if they were paying attention they would have seen that white T light and been looking out.
