One of their main aims
NSW Metropolitan would here also include Wollongong, Newcastle and all other Opal areas which are not covered by this.The decisions will also improve equity between fares in rural and regional areas and those in metropolitan NSW, and help to alleviate issues related to bus travel across borders by more closely aligning fares with those in other jurisdictions.
Our decisions set the maximum fares that rural and regional bus operators can charge their customers. The impact of these decisions on bus operators will depend on the fares they currently charge passengers compared to our proposed maximum fares. We note that a number of bus operators currently charge fares below the maximum.

But it would have to come out of the Opal system which I just can not see happening.
