Regatta Point bus stop

Why is this bus stop only used during Floriades? Surely there are more underused bus stops in Canberra...

It is on one of the busiest roads in Canberra and has no dedicated bus cut out. Way too dangerous to stop in the traffic. The stop only operates during Floriade when the speed limit is reduced.
Long live all ex-ACTION 0305's!!!!!!!!!
