Thornlie Line Extension

This is the thread for discussion specific to the Thornlie rail extension. For general Metronet policy discussion, please use the existing thread.

A project overview document has been released on the PTA's Project webpage. Key elements are:
- 17.5km extension of Thornlie Line from Thornlie to Cockburn Central
- Two new stations at Nicholson Road and Ranford Road
- 3-kilometre duplication of track between Beckenham and Thornlie
- 14.5 kilometre extension to connect Thornlie and Cockburn Central stations
- Significant modifications to Thornlie Station to convert to through-station and accommodate six-car trains
- additional platform and significant track work at Cockburn Central to independently service the extension without impacting existing Mandurah Line services
- Will become an important transport interchange hub, reducing demand at Murdoch Station.
- Explore value capture opportunities in the area.

Expected journey times:
Nicholson Road to Perth: 25-27 mins | Nicholson Road to Cockburn Central: 9 mins
Ranford Road to Perth: 28-30 mins | Ranford Road to Cockburn Central: 6 mins

Predicted boardings at the two stations in 2021: 3,120
Predicted boardings at the two stations in 2031: 4,352

Potential for an additional two million service kilometres and up to 20 new buses in the area to support the extension. At this stage, almost all bus services which connect with Murdoch Station to be retained.

Project Definition Plan expected to be completed by early 2018. Four year period to opening. A new dedicated METRONET website will be available in late 2017.

Brief Description of Works: The project includes the design and construction of Karel Avenue Upgrades from Farrington Road to Berrigan Drive, including widening of the bridge over Roe Highway, a 2-lane dog bone roundabout arrangement for on and off ramps and upgrades to the freight rail bridge to accommodate the future Metronet line.

Pre-qualification Required: Roadworks R3 or higher, Bridgeworks B3 or higher and a financial rating of at least F25.

“The Code for the Tendering and Performance of Building Work 2016 (Building Code) applies to the building work associated with this project. By submitting an expression of interest in, or tender for, this project, you will become subject to the Code for the Tendering and Performance of Building Work 2016. Refer to the Building Code at employment.gov.au/building-code for further information.”

“It is a requirement of this project that any persons contracted to undertake the building work be accredited under the Australian Government Building and Construction WHS Accreditation Scheme established by the Building and Construction (Improving Productivity) Act 2016, at the time of entering into the contract for the building work and while the building work is being carried out.

Tenderers intending to submit a bid as a Joint Venture must review the additional requirements as outlined by Section 26(1)(f) of the Fair Work (Building Industry – Accreditation Scheme) Regulations 2016 by the Federal Safety Commission (located at http://www.fsc.gov.au)”

In regards to the Thornlie to Cockburn rail extension, I was considering if this could coincide with the current "W" pattern services on the Mandurah line, which terminate at Cockburn, becoming "K" pattern services and extending to Rockingham. There is currently only one train per weekday operating to this pattern. This could save a lot of layover congestion at Cockburn and provide more frequent weekday rail services to the growing areas between Cockburn and Rockingham.

Layover congestion won’t be any worse than it is now at Cockburn given the Thornlie Line would be operated independently with its own track and platform and not rely on existing Mandurah Line tracks/platforms. Exception to this is special event trains from Mandurah which could run direct to Perth Stadium via Thornlie.

The key question for me is will the Thornlie Line service continue to run every 15 minutes in peak, or will it finally run every 10?

The METROCONNEX consortium (Acciona, Aurecon, Clougj, Georgiou & WSP) has strongly been rumoured to have won the contract to build the Yanchep & Thornlie extensions with a major announcement from Minister Saffioti expected tomorrow

NEWest (CPB Contractors & Downer EDi) have officially won the contracts for the Thornlie-Cockburn Link & the Yanchep Rail Extension, announced at an event today to mark the start of construction on the Yanchep Rail Extension.

Together the projects are set to create 3000 jobs and once operational will give residents of the northern and eastern suburbs greater access to employment and training, entertainment and recreation hubs.

The Yanchep Rail Extension will add 14.5km to the existing Joondalup Line, with stations at Alkimos, Eglinton and Yanchep. With early works already underway, construction will commence next year, and the first trains are expected to be running in 2022.

The Thornlie-Cockburn Link will close a 14.5km gap in the eastern rail corridor by linking communities between the Mandurah and Armadale lines. Stations will be built at Ranford Road and Nicholson Road in Canning Vale, and significant upgrades made to both Thornlie and Cockburn Central stations. Early works on the project will begin later this year.

Got a source for it having three platforms other than the artist's impression? Have seen conflicting information on this, such as this fact sheet (admittedly, issued well over a year ago) which says there will only be two:

The Project Definition Plan states the ultimate design for Yanchep is for three platform faces to provide for operational efficiency and to handle expected patronage growth. There will definitely be two platform faces from day 1 but whether the third is also built at the same time remains to be seen. Not necessarily required from day 1.

There is also reference to a three platform face design for Alkimos but this is even less likely from day 1 but potentially necessary future proofing to accommodate a future East Wanneroo Line branching north of Clarkson.

It's been announced that the contract goes to NEWest Alliance with early works already commenced on the Thornlie-Cockburn Link.

Level crossing removal contracts awarded
Announcing the preferred proponents for two new contracts are important steps to removing up to seven level crossings on the Armadale line.

As early works start on the Denny Avenue Level Crossing Removal project, Downer EDI has been chosen as the preferred proponent to build the major rail components.

This is the first of two construction packages, with the road component contract set to be awarded in early 2020 for major works to begin next year. Downer EDI and Decmil are the two shortlisted proponents for this road package of works.

Planning to remove another six level crossings along the Armadale Line is also progressing with Jacobs named as the preferred proponent to develop the business case.

The expanded project scope for the business case includes the crossings at Oats Street, Mint Street and Welshpool Road in one package, and Wharf Street, Hamilton Street and William Street in another.

Appears though construction has started on the extension the inside lanes of the freeway have been closed from the Berrigan Drive bridge, looks like the 2 additional tracks will be laid the same time as the North Lake road bridge which is well advanced now too.

Apparently some of the freeway widening works around Cockburn were performed with the impending construction of the TCL in mind, although I haven't seen any plans for the work (or what is fast becoming the finished product) so not sure what aspects of the roadworks were going to accommodate the future platforms/tracks at Cockburn.

The intention is to tie the bridge structures for the Armadale North Lake road bridge and all of the infrastructure relating to the TCL extension by keeping one lane closed from Berrigan Drive in either direction so they don’t have to go back later the lane closure also allows work for rail widening under the bridge to take place and realignment of the crash barriers. Thornlie extension trains are meant to run independently from the Mandurah line on 2 separate tracks from the tunnel then back into a single track upon arrival at the dock platform so there will be 2 cockburn shuttles if that makes sense only footy and event trains will access the spur

The platform extension and realignment of rail crossovers can be managed by full and partial shutdowns of the inner Mandurah line

Mandurah trains will only access the link during footy, special events and partial line closures

The Minister has posted a video of a hyrail ride on the freight line from Fremantle to Forestfield. Those with better local knowledge might be able to point out specific locations but it would cover the section the subject of this thread.

The Toyota Landcruiser itself would be more exciting than the trip the only notable location would be Thornlie station and maybe Forrestfield freight marshalling yard

The new bridge spans at Ranford road have been installed apart from 3 which are yet to be installed, land clearing has ramped up on the freeway section including partial lane closures between Berrigan Drive and North Lake road including a speed reduction of 80km/h the 80m platform extension at Stadium station is mostly complete. Karel Ave is mostly complete apart from some resurfacing work on the northbound lanes

Tens of thousands of commuters on Perth’s busiest railway line have been encouraged to take a January holiday — or make plans to find another way into the CBD during a month-long shut down.

Transport Minister Rita Saffioti yesterday warned the 60,000-a-day users of the Mandurah train line to prepare for the biggest shut down of the public transport network in Perth’s history, pencilled in for the end of December.

She’s encouraging train users to consider taking annual leave, or working from home during the shut down.

“We encourage everyone who may be impacted to start thinking about what they may be able to do to make travel throughout this period easier, such as catching the Armadale train line, using a rail replacement bus or even looking to see if you can take annual leave or work from home,” Ms Saffioti said.

Ms Saffioti says the shut down is unavoidable and necessary to “facilitate major construction works on the METRONET Thornlie-Cockburn link”.

But that will be cold comfort both train commuters and Perth CBD traders hoping for some post-Christmas shopping dollars in January.

For a minimum 20 days after Christmas train services between Mandurah Station and Aubin Grove Station in Cockburn will be significantly reduced. But from Aubin Grove to Elizabeth Quay, train services will stop all together.

The Public Transport Authority will now start surveying impacted commuters to determine how to help.

Substituting the train with buses is the only option.

“This will be the biggest shutdown ever on Perth’s public transport network so we’re getting ahead to advise people of what to expect,” Ms Saffioti said.

“We need to close the Mandurah Line after Christmas for a minimum of 20 days to facilitate major construction works on the METRONET Thornlie-Cockburn Link.

“Undertaking works of this scale as we reach a major METRONET milestone will cause disruptions but they’re so vital in the delivery of the project.”

The 70km Mandurah line is Perth’s busiest line, with an average of 60,000 passengers boarding every day and taking commuters about 49 minutes to reach the city.

The Aubin Grove to Perth stretch is 25km long and normally takes 30 minutes.

A spokesperson for Ms Saffioti said yesterday it was difficult to say how much longer will take by bus but according to Google Maps, the trip from Mandurah to Perth takes around 90 minutes outside of peak hours.

The Government is considering a rapid bus services from Aubin Grove direct to the CBD with no stops.

Train line closures do happen from time to time.

In April this year, parts of the Armadale line closed and in 2016 the line closed completely for a week in July.

But never has there been a month-long shut down of a Perth rail line — let alone the city’s busiest.

Surely they'd block off a lane (or emergency lane) for use as a dedicated busway in peak hour at least? If these buses (which would have to run every 60 seconds or so in peak at least) have to sit in peak-hour traffic like everyone else then this closure is gonna be dead in the water.

Especially given all the work in the last couple years to make the freeway 3-4 lanes all the way from Aubin Grove
