A lot of 13 and 1300 numbers can't be called from interstate, or over a certain distance. The "owner" of the number can set parameters.
A few years back I couldn't call the Qld infoline from Sydney.

Same as 1800 numbers, I one tried to book the dial a ride bus service in Murray Bridge (SA) from Adelaide (90km away) using my mobile and couldnt call the number.
