Narrow streets pose challenge for $100m upgrade of Redfern station
Matt O'Sullivan

Narrow streets around Redfern station, the sixth busiest in Sydney, are posing a dilemma for transport officials designing a major new link for commuters to platforms at its southern end as part of a $100 million upgrade.

Following concerns from residents about initial plans, the state's transport agency has released four options for the project, which includes a long six-metre-wide footbridge, stairs and lifts to platforms one to 10.

Residents fear the planned footbridge will funnel thousands of commuters every day onto Little Eveleigh and Marian streets, on the western and eastern sides of the station respectively. One of the options is for an entrance on Little Eveleigh Street.

The station is already under strain from a surge in passengers using it as a “transport gateway” to the nearby Sydney University campus, Carriageworks and Australian Technology Park. By next year, about 10,000 Commonwealth Bank staff will be working at new offices at the tech hub.

Three of the latest options do propose bypassing the narrow Little Eveleigh Street via an "aerial walkway" or ground-level pathways to Wilson Street for commuters wanting to walk to the university or Carriageworks. However, an aerial walkway would potentially intrude on homeowners' privacy because it would be higher than their backyard fences.

One option is for a station entrance at South Eveleigh, helping to reduce pedestrians on Marian Street. While offering a better link to the tech hub, it would be less convenient for commuters walking to the centre of Redfern or those wanting to catch buses at a stop on Gibbons Street.

Community group REDWatch said residents had concerns about all of the options, and an architect was working on an alternative proposal to submit to Transport for NSW.

"It needs to address the cross-line connectivity from North to South Eveleigh," REDWatch spokesman Geoffrey Turnbull said of the plans.

Jack Carnegie, who lives on Little Eveleigh Street, said building an entrance to the station's southern concourse on the street would be the worst conceivable option.

"This tiny little street is not called Little Eveleigh Street for nothing – there is no way in the world that it can cope with tens of thousands of students every day," he said.

A spokeswoman for Transport for NSW said no decisions had been made on the design options, and the agency would consider feedback received during consultation with the community.

The agency is also considering upgrades to Eveleigh and Marion streets, and ways to allow pedestrians and cyclists to use the footbridge to cross from one side of the railway lines to the other without having to swipe their Opal cards.

The $100 million upgrade is aimed at ensuring the station meets accessibility standards, after years of refusals by successive governments to upgrade the heritage-listed station. Funding for the project will come from the government's transport access program.

The station had a lift installed in 2015 but it serves just two of its 12 platforms.

Construction of the southern concourse will take about 15 months to complete once planning approval is granted. The southern concourse is the first part of more ambitious plans for a redevelopment of the station and the larger Redfern-North Eveleigh precinct. At present, about 70,000 passengers use the station every weekday.

Are they planning to eliminate the existing entrances at the north-east end of Redfern ?

I didn't think so. Anyone wanting to go the the part of Redfern near the current station antrance, can still use those.

It's the people wanting to save ten minutes walking northwest to Sydney University or to the new offices on the south of the station who will be wanting to use the new entrances.

The additional concourse will also alleviate the crowding that is there. But of course, our little Redfern residents will not have an extra body walk through some of their streets, even if it's of benefit to 10000 per day. It'll ruin their tranquil little 1800s back street.

REDFERN - NEW SOUTHERN CONCOURSE

TfNSW issued a public newsletter on this project dated July 2019, contained within an email dated 25.7.19. Four options for the new concourse were detailed.
NONE of the options offered a DIRECT link between the new concourse and the bus stop on Gibbons Street. I think such a link is an important time-saver for passengers interchanging between modes. I would urge readers to lobby the project manager on this topic, via the on-line survey at -

http://www.transport.nsw.gov.au/redfern

or by email to -

projects@transport.nsw.gov.au

Nor is it clear that people in the paid area of the bridge will be able to monitor the approach of trains from the west, as they often did from the earlier bridge at this site.

Thanks.

The logical choice was chosen with a concourse from Marian Street directly across to Little Eveleigh Street, both becoming shared zones.

Project Status

Thank you to everyone who provided feedback or took the time to come and meet with the project team and ask questions during the recent consultation periods.

Following analysis of consultation feedback and other design issues, Transport for NSW has selected a design that connects Marian Street with Little Eveleigh Street as the design option that best meets the project’s objectives.]

Platforms 11 and 12

We appreciate that station users want access to be improved to the underground Platforms 11 and 12. Transport for NSW intends to develop the land to the east of Redfern Station, above the underground T4 Eastern Suburbs and Illawarra Lines. This would include improved access to Platforms 11 and 12, which would make Redfern Station fully accessible.

Next steps

A State Significant Infrastructure application will be lodged with the Department of Planning, Industry and Environment (DPIE) requesting Secretary’s Environmental Assessment Requirements (SEARs). These requirements will allow Transport for NSW to begin preparing an Environmental Impact Statement (EIS), which we expect to be on public display in 2020.

Was there confirmation, somewhere, that public access will be available across the bridge (ie, no need to use Opal), and that intending passengers will be able to stand on the bridge to monitor the arrival of trains from the west?

It's gated. An alternate suggested option that provided paid/unpaid paths was rejected

Given the ability to reverse a tap on thats fair enough imho

Perhaps just some appropriately placed signage "Next train to Central, Platform xx"?

They have these at Town Hall, but include trains which operate via Circular Quay.

I know but I'm not sure what the upgrades were at Macquarie Fields it defiantly wasn't to add a lift so people that can't use the stairs can access the footbridge and platform 1 from Railway parade

Kingswood is a bit of a silly upgrade it always had ramp free platform access and the new concourse is massively overspecified did someone inflate this to get more work for someone else?

Nine News report on the lack of lifts at Doonside, apparently a complaint with the Human Rights Commission has been made.

Another whingefest. The Government has spent a lot to increase the accessibility on stations across the network with some stations that probably never should have got them in the first place (waste of money).

And one wonders why our news media has no credibility these days.

At least it's not as bad as the one a few years ago where they filmed someone crawling up the stairs.

Not sure there is a legal requirement - it's certainly a government objective.

By end 2022 they are only just above 50%
https://www.transport.nsw.gov.au/system ... 8-2022.pdf

Both stations either side of Doonside are accessible so passengers have close alternatives, which can't be said for other parts of the network.

While Doonside does have relatively high usage, Redfern is still years from being mostly accessible (and the T4 line even further away) and I suspect has been top of the priority list for longer.

Any court case, lodgement with HRC is a joke.

There's a few cases where it's probably politically motivated more-so than anything else. Like I can't really see the huge need for Moss Vale to get lifts, being an intercity station with around 300 boardings per day that is already accessible if you enter via Dalys Way, but it's been funded!

In the end, every station is required to be accessible from street to platform edge. That's non-negotiable. Stations with just one side platform off the street are (or should be) fairly simple to deal with. Stations with multi platforms and islands require a lot of work. Some issues aren't obvious to the amateur eye, for example just because a station has ramps doesn't necessarily mean that they're the compliant gradient.
