There are a lot of countries that have limited ability to rebuild their railway systems.
There was a piece in the Telegraph yesterday about high speed rail between Newcastle and Nowra but there doesn't seem to be an electronic version.

Perhaps you might try reading that article and discover that it is saying the opposite thing, indeed mentioning some new trains.
Then try another source for your original statement.

However, not everybody believes in the benefit of tilt. Germany’s Siemens, for example, developed its own tilting system, dubbed “Siemens comfort technique”. The technology was never rolled out, because – in the words of a Siemens spokesman – “the demand for tilting trains is low”.
Humble apologies I should have said Siemens.
There is another aspect that is a problem with trains whooshing around corners and that is if you are trying to drive a truck across a level crossing even a freight train is too fast to see them coming before you get across the tracks and I had to chance it at Johns river and near Mudgee a couple of times.
