I think the 250 should just go to Capalaba. Split beyond Capalaba into another bus route and increase the Cleveland train frequency too. I would not be advocating a return of paper tickets, they are a complete nuisance and outdated form of a ticketing system. They add time to boarding and are more likely to be used in fare evasion (ie: attempting to use a paper ticket outside of the zones allowed/paid for), among many other drawbacks...
